About Colorado Safe Haven for Newborns
Colorado Safe Haven for Newborns exists to ensure that no parent in crisis ever feels alone, judged, or without options. Through education, outreach, and advocacy, we raise awareness of Colorado’s Safe Haven Law, which provides parents with a confidential, legally protected option to safely surrender their newborn at designated locations without fear of prosecution. We equip healthcare professionals, first responders, and community members across Colorado with the knowledge, skills, and resources needed to respond with care, consistency, and respect. In partnership with The Rylie Center, we offer free mental health support for individuals considering or impacted by a Safe Haven surrender. Our mission is to provide informed, compassionate options for parents in crisis while ensuring newborns are safely and responsibly received into care. Our vision is a Colorado where no one faces a moment of crisis alone―and no newborn is illegally abandoned.

A Community Where No One Faces Crisis Alone. At Colorado Safe Haven for Newborns, we envision a community where no parent feels alone, judged, or without options in a moment of crisis. Through awareness, education, and a strong network of support, we strive to ensure that every parent knows they have a safe, legal, and compassionate choice ― and that every newborn can be safely and responsibly received into care.
Our Initiatives:
We partner with fire stations, hospitals, state agencies, and professional healthcare organizations to educate first responders and staff on how to safely and compassionately implement Colorado’s Safe Haven law. This work supports our goal of protecting the safety, privacy, and well-being of both parents and newborns. We also promote the National Safe Haven Alliance (NSHA) 24/7 Crisis Hotline as a critical resource for parents in crisis.
2025 Focus:
Partnership with the Rylie Centerto provide mental health services to those who need it, at no cost.

Build Community Awareness Through Billboards:
We collaborated with various advertisers to display billboards in Longmont, Greeley, and Henderson, and three additional locations donated for Colorado Gives Day. These billboards help us reach a wider audience and spread awareness about our mission. We will be contracting more billboards each quarter.
These secure and technologically advanced boxes, strategically placed in the exterior walls of fire stations, present a tangible and safe alternative for birth parents. It’s important to note that, as of now, Baby Boxes have not yet been approved in Colorado. While our primary objective continues to be face-to-face surrendering, the Baby Boxes are envisioned as an anonymous and secure backup, ensuring the safety of newborns. We are actively working to change the verbiage of our state law to permit the inclusion of Baby Boxes, and your continued support is crucial in making this initiative a reality. *Each box is $16,000 initially, with a delivery/install cost of $5,000-$7,000 and an annual maintenance fee of $1000 (annual recertification & annual alarm fee).

Meet Executive Director, Sara Wagner
Sara’s combination of compassion and dedication renders her the ideal leader for the Colorado Safe Haven for Newborns. As a mother of two young girls, she brings a deeply personal understanding of the importance of nurturing and safeguarding the well-being of children.
Sara possesses a rich professional background with a decade of experience in customer service and sales. Her adeptness in building connections and fostering positive relationships has proven invaluable in her role as the head of the organization. Beyond her professional accomplishments, Sara is also a certified yoga instructor, reflecting her commitment to holistic well-being.
